STANDARDS
This document must always accompany the product or must be provided and/or kept available at the manufacturer's website. The Declaration of Performance envisions:
• reference to the type of product for which the Declaration of Performance has been drafted;
• the system of assessment/verification of the constancy of performance of the con- struction product;
• the complete reference number of the date of issue of the harmonized standard or the European technical assessment used for the assessment of each essential requisite;
• the reference number of the specific tech- nical documentation used and the requi- sites to which the manufacturer is declar- ing compliance;
• the use(s) envisioned for the product in compliance with the harmonized technical standard applicable.
• a list of the essential characteristics as es- tablished in the harmonized technical specifications for the appropriate use(s) de- clared;
• the performance of certain essential char- acteristics pertinent to the appropriate use(s) declared;
• the performance of the construction prod- uct expressed in levels or classes, or in a de- scription - whenever necessary - made on the basis of a calculation in regard to its es- sential characteristics;
• The performance of the product's essential characteristics in regard to the appro- priate use(s) envisioned, bearing in mind any and all provisions regarding use(s) in the nation or area in which the manufacturer intends to market the construc-
tion product;
• the letters «NPD» (No Perfor-
mance Declared) must be placed alongside the essential characteristics listed for which performance has not been declared.
Harmonized technical specifications
The DoP must be written with the specific harmonized technical standard in mind. Harmonized technical specifications also include the pertinent harmonized standards and are established by EU standardization organizations in compliance with Directive 98/34/CE. Harmonized standards define the methods and criteria to be adopted for the assessment of construction product perfor- mance, and regard the appropriate use of the products in question and include the tech- nical details necessary for the application of the performance constancy assessment and verification system.
The respective references to harmonized standards are published in the European Union Official Gazette, bearing in mind that the harmonized Standard for wood flooring and parquet is EN 14342:2005+ A1 2008, which is complemented by the new ver- sion issued in 2013. Generally speaking, if a product is not covered by a harmonized stan- dard, the manufacturer is permitted to re- quest a European technical assessment in or- der to obtain an equivalent European as- sessment document drafted by the technical assessment agency organization.
Sustainability
As defined by the Regulation, the sustain- ability of any given product requires the manufacturer to draft the product's DoP in which the raw materials and/or semi-fin- ished products used are expressly declared to be sustainable in environmental and also social, economic, and technical terms. The new requisite will not have any concrete ef- fect until one or more EU Member states de- cide to regulate an objective criterion that de- fines the sustainability of a product.
The building process
In regard to the application of EU Regulation 305/2011, we provide below an interesting interpretation made by the Association of En- gineers of the Province of Milano regarding the actions to be taken in the so-called building process, from the preliminary de- sign to final acceptance testing.
